Hi Mon! There are multiple locations where a blog owner can advertise for their guest blogger. Among the best are message boards and forums for freelance writers and bloggers.
I would add that while monitoring your blog comments you will often find active participants who could be encouraged to expand their insightful comments into full blown blog posts. My first guest post was requested by a blog owner in this manner.
