There is a great freelance place called Crowdspring.com. They do the freelance gig a little differently for graphic and web design. As a consumer you post a project, and the creatives submit their designs. You pick the best and pay a pre-set fee. Crowd Spring skims off the top.

You forgot to mention rentacoder which is the most popular website for software development in USA. So far elance is concern, i use to bid at this site. They are good in payments.
