You will find high rates on most big sites but still there are designers who can do work for as low as $35 per logo design. Mail me, I have few friends who can do it.
You can also conduct a $50 contest on DigitalPoint and get lots of free design work and choose them on your own.

Really, $200-1000 for a well-designed logo is a bargain. What if you don’t find one you like, though? Who gets to define this “flood of quality work”? What if you get 40+ design concepts that just aren’t right for your business?

And also, after reading the FAQ which state that there is extend policy, this way to get logo is safe and very guaranteed.
